一家三口地道广州人，广州户口，体面的工作单位（一个银行中层干部，一个投资公司研究员），宝宝2岁3个月，两房两车以外，股票+基金+存款证明超过100万元，提供了税单（合计两人09年纳税20w）、工资单、1-7月的活期流水、1-7月的信用卡对账单（其中本人每月刷卡平均2w），自认为在资产方面准备得十分充足。之前中介公司跟我说短期出境旅游，固定资产足够多应该问题不大。护照方面，宝宝及一个大人白本，另一个有日本出入境记录。

然后说一下我的杯具之路：

去欧洲是结婚时老公对我的承诺，一直没有兑现，空头支票开多了就经常被我调侃。老公终于决定今年我的生日礼物就送一个价值5w的欧洲游大礼包，当时他的意思是跟团，一个人1w出头的团费，还给留了2w的购物费用，他觉得对得起我了。说实话我对欧洲没有什么念想，一直懒洋洋的没有动作，一直拖。直到8月中旬，看了一个网友一家三口去法国希腊自由行的照片，觉得很振奋，认为自己也可以办到，于是开始了我的欧洲之旅。

 

由于缺乏出国自助游经验，尤其是欧洲，一点头绪都没有。图方便，通过熟人找了一家中介，20多号的时候仅让我提供了护照号和姓名就预约了9月8日的签证。当时我毫不知道中智法签的存在，以为是见VO。由于财产方面的材料比较现成，基本材料准备得很快，由于对欧洲各国地理位置、各国特点、具体线路、交通工具的研究花了很多时间。后来才知道这是中介应该干的活儿。

 

这个过程中，机票和机位已经非常紧张，在分别对比在9月23-10月7日这段时间内的来回程机票的价格和航班后，最终还是确定不为省几千元坐联程航班或者香港出发。因为宝宝虽然从8个月就开始出外旅行，坐过6次飞机、4次火车和经历过无数次自驾游，但是毕竟没有坐过长途飞机，很担心他会出状况或者不耐烦，选了一个最舒服的广州-巴黎南航直航，9月26日出发，10月5日回程，真金白银共花了2万5千大元。我们是在南航营业部直接买票的，出来的机票和POS单都作了复印件，希望能够给法领馆一个明确信息——我们真的非常有诚意去贵国旅游，并且按时回国。现在回想，我们确实太乐观。我又干了中介应该干的活。

 

由于觉得把握很大，（现在看来对中介的看法太天真了），而且在准备行程的过程中，用坐飞机去找米奇、唐老鸭、pooh、高飞和普鲁托的梦想成功训练了不足2岁3个月的宝宝一个人一个床一间房独立入睡和独睡整晚到天亮，每天都跟孩子强调要去找米奇，米奇很勇敢，自己一个人睡，宝宝也要做到的话，每天都跟孩子倒数出发的日期，虽然还没签证，但好像已经胸有成竹了。——我确实找不到他拒签我的理由。

 

临近签证，还有一点小插曲。中介曾致电我是否做好了酒店booking，当时我正在选酒店，没最后订，然后就说让他们来搞。他要求我把自己做的行程单发电子版给他，我有点生气。我的行程单电子版是我辛辛苦苦从eueueu上面选取城市和研究了可操作性后才生成的，他就这样坐享其成？我有点不服气，觉得他的钱也太好赚了。但为了不影响进度和结果，我还是把我的行程单电子版发给了他。事后，我在9月8日之前，还是在booking.com把行程中的酒店（除了最后一晚在巴黎的，因为想着第一天在巴黎落地的时候先看看预定的酒店情况怎样，再跟老板谈价格或者住的不好再换别家酒店）都订好了，酒店的费用又是1.5w，订单我也打印了。想着不要打乱中介的准备工作，又没有把这些给他。

 

整个准备行程和签证的过程，虽然我每夜都泡在eueueu上面，但却从未看过签证清单，（太tmd信任中介了！），全部只是在看签证的经历和游记攻略，唉。大错特错。

话说到了9月8日这一天。之前2天我们都既紧张又兴奋，以为去见VO，还在Q上问了中介很多问题，要穿什么衣服？要注意什么？要带什么？说英语还是中文？英文不好会不会被拒签之类？得到的信息都是让我们放心，我们固定资产多，应该问题不大。连语言他都跟我说没关系，一点没跟我解释说去的是中智，而不是领馆。中间他还给我发错了一次地址，当我疑惑的问他不是国际大厦吗的时候，他又给我更正了地址，是在亚洲大酒店。我又在Q上跟中介说：据我所知发领馆是在国际大厦啊，他跟我confirm了这个亚洲大酒店的地址，我太轻率了，我以为是自己搞混了地址。就这样，中介还是没跟我解释说，其实我们去的不是发领馆，是中智法签。

 

到了签证那天，我到了传说中的中智法签。我还特别奇怪，在eueueu屡见不鲜的这个公司，我怎么到了这里？难道是在这里见官的？我一个个柜台看过去，都是中国人啊，没有大家写的什么光头gg和黑人mm。但是我又一次麻痹大意了，就顺其自然，没有多想。我只注意到中智法签只收了我们3个人共1550元的费用，而中介收了我4140元，我心里想太黑了，而且小孩是免费的他们居然不知道，我第一次认识到他们很不专业。

 

到了柜台，递交材料，发现2个问题：

第一，我们plan的是巴黎-安纳西-日内瓦（不住）-蒙特勒-茵特拉根-巴黎，中介帮我预定酒店的时候居然全订了在法国，没有瑞士的，检查材料的mm说这个要补；

第二，小孩的出生证没有公证及认证。我们顿时惊呆，望向中介，她也一脸迷惑。我们问这个是不是一定要要的，中智mm说，这个是一个重要材料。有可能会电话要求你补，也有可能直接出结果。结果可能是签过或者拒签。我很愤怒的看着中介，从她嘴里得出的信息是，不知道，应该没问题。中智mm说可以先把大人的递进去，小孩的补完公证再重新约。但当时在那种气氛之中，首先我不想撇下小孩不管，其次我没有认识到如果一起签中智是把我们3个人编成一个号，作为一个团体，我们以为最差的结果就是我们通过了，小孩被拒了，第三我们带着侥幸心理，觉得这个出生公证不是necessary document，或者等VO要求我补材料的时候我再在这期间加急办理补上就ok，第四如果小孩的材料不递交并且不能在当天下午2点半前补齐就得重新预约，肯定赶不到26号出发。于是我们选择了不把大人的单独递签，而是一起递，然后就飞奔去办公证。

 

这个期间，中介没有发表任何建设性或指导性的意见，我们询问办公证事情时，她一问三不知，只会叫你自己搞定。老公在手机里百度了一下，说外事认证在沙面3街，我们就连忙开车去了。这个时候我们竟然都不知道，是需要先在户口所在地公证，再去外事办认证的流程。去了沙面，自然也是碰了灰，第二天（9月9日）一早我就去了公证处，被告知加急服务由于系统故障最近都停办，杯具，只能等。

 

今天9月10日，一早接到短信，护照已送回。连忙让中介去取，不幸被拒。我打电话去领馆询问，领馆的答复是由于本国法律规定不能告知原因。我问有没有申诉途径，鬼佬说一可以通过法国当地某个专受理拒签case的机构申诉，给了我一个email地址；二必须重新申请，但亲自去领馆预约的签证申请已经排到3个礼拜后。这显然与我的机票冲突，我跟鬼佬表达诚意说我已经出票的时候，鬼佬居然说，对不起，我们其实只需要你出具机票订单，这个损失得你自己承担。天，他也太冷漠了吧，我又不是叫他埋单，我只是表达我的热诚而已。我再致电中智法签询问申诉事宜和预约时间，被告知最快要9月29日，只能重新再约。我问她拒签的可能性，她说看到有缺乏的文件——出生公证，这是一份“很重要的材料”，是一份“刚性材料”。

 

整个下午我都用在了悲伤和与中介吵架上面。这个中介之废之黑之白痴之没良心之毫无专业操守不提也罢，老公已出面说，如果不退款，就找媒体。我们有一群广州各大主流媒体的朋友，想做个“出国签证收费太黑，中介不专业，千万不要找××旅行社”的新闻还是很便利的。随便一个“百万身家居然被拒”的标题都可以博人眼球。

今晚我们仔细分析了一下，觉得原因可能有二：

一是孩子的出生公证及认证，有可能领馆觉得刚性材料不齐就直接拒掉。但令我们沮丧的是，他连电话通知补材料的机会都没有给我们。这点事后分析也有些可疑，如果不是法国人太自恋和随意的话，领馆应该通知我们补这份基本材料，而不是9月8日下午2点半后递入领馆就于9月9日盖章拒签。

二是我们的行程出了问题。这又要检讨我们对法制社会的美好幻想，幻想每一个自然人和法人都是具备社会基本道德和责任感的。在中智等候叫号的时候，我们没有想到过要求过目或检查中介准备的翻译件，酒店订单及各种材料的完备性，乃至递材料时中智mm指出酒店订错了才如梦惊醒，然后就陷入了一片思维混乱和被动接受信息中。今晚仔细回想，瑞士的酒店是中介中午回去临时后补的，预定单有没有显示预定时间？会不会VO觉得我们材料太假，连一个补救的机会都不给我们，想都不想就直接拒绝了我们？我们没有看过中介的酒店订单，确实都不知道订单的详细情况。太大意，太傻太天真。

 

关于中介的这种种不是对我而言简直是罄竹难书。在乎的还不是那些大元，而是对孩子的承诺，还有辜负了这多少天孩子的美好愿望。宝宝完全是靠唐老鸭和米奇的支持才能鼓起勇气面对独睡的孤单，我的眼泪都要掉下来了。

 

以上这就是我的杯具经历，很希望有经验的大虾能够教教我，在9月26日出发之前，我能怎么圆我这个承诺？怎么找渠道argue？或者改从别国签？时间来得及？记录不良会再次被拒？小孩的出生公证及认证我最快能在下周三（9月15日）拿到（9月13日才能拿到公证书）。希望大家能够理解一个做妈妈的心情，多多赐教。
